Department Overview

The Nurse Manager provides strategic and operational leadership for pediatric primary care and specialty clinics at Doernbecher Children’s Hospital, including Bethany Village, Marquam Hill, and Adolescent & Young Adult Medicine at CHH1. This role ensures the delivery of high-quality, patient- and family-centered care, efficient clinic operations, and compliance with OHSU standards, policies, and regulatory requirements.

Key responsibilities include oversight of day-to-day clinical operations, staff recruitment and development, quality improvement, financial performance, and patient access. The Nurse Manager collaborates with medical directors, ambulatory leadership, and interdisciplinary teams to drive operational excellence, enhance staff engagement, and achieve outcomes aligned with institutional goals.

This position is responsible for multiple clinic sites and approximately 55 FTEs, ensuring consistent standards, performance, and service quality across all locations. The Nurse Manager fosters a culture of safety, accountability, and continuous improvement, aligning clinic operations with OHSU’s mission and strategic priorities.

This position reports to the Director of Nursing, Pediatric Ambulatory Care, and responsibilities may evolve over time in response to organizational priorities and operational needs.

This position includes oversight of evening and weekend clinics as well, not uncommon for early mornings, evenings or weekends to accomplish tasks. This role is hybrid and requires a minimum 3 days per week onsite and up to 5 days per week depending on operational need.

Function/Duties of Position

Leadership

  • Demonstrates leadership practices that influence others to achieve the mission, vision, goals, and objectives of patient care services at the Department of Pediatrics and OHSU.
  • Utilizes theory and critical thinking in mentoring others and ensuring clinical expertise is available to supervised personnel and colleagues.
  • Integrates age-specific, developmental, and culturally sensitive approaches into practice management.
  • Participates in committees or task forces to identify and resolve patient care issues.
  • Assesses staff educational needs and supports ongoing professional development.
  • Prepares staffing plans, reviews, and approves work schedules to ensure adequate coverage.
  • Projects staffing needs, interviews and hires employees, and resolves staffing issues effectively.
  • Supports staff in achieving the highest levels of personal growth, satisfaction, and professionalism.

Clinical Practice Operations Management

  • Analyzes and evaluates nursing practice, research, and trends; applies knowledge to the development of standards of care and clinical practice.
  • Partners with medical staff and other disciplines in establishing patient care goals.
  • Directs the development of competencies for staff to maintain and improve performance.
  • Ensures a safe and therapeutic environment and compliance with all regulatory standards.
  • Supports recruitment, training, and development of RN and supervisory staff.
  • Continuously optimizes staff roles and responsibilities to meet performance goals.

  • Provides timely resolution to patient, staff, physician, or vendor concerns.
  • Supports ambulatory priorities such as patient access, satisfaction, and throughput.
  • Oversees appointment scheduling, patient flow, and clinic efficiency to ensure timely access and an optimal patient experience.
  • Monitors workflows to reduce bottlenecks and aligns staffing with patient demand.
  • Implements process improvements to enhance efficiency, reduce wait times, and improve patient satisfaction.

Compliance & Communication

  • Ensures staff competence and compliance with OHSU and regulatory policies.
  • Maintains integrity of management and clinical data for patient and resource management.
  • Communicates plans and decisions effectively across staff and leadership channels.
  • Adheres to compliance regulations around patient billing in a hospital-based clinic.

Quality Management

  • Collaborates with medical directors to meet annual quality goals and improve care across the continuum.
  • Uses internal and external benchmark data to assess and improve workflows.
  • Directs delivery of coordinated, quality services responsive to evolving healthcare trends.
  • Formulates measurable practice goals aligned with the Department of Pediatrics.
  • Leads process improvement initiatives using OPEx and other methodologies.
  • Represents the practice in departmental and institutional quality improvement meetings, ensuring standardization, safety, and alignment with OHSU quality goals

Financial Management

  • Participates in budget development, monitors expenditures, and explains variances.
  • Ensures cost-effective operations while maintaining quality care.
  • Partners with compliance and billing specialists to ensure accurate, timely claims submission.
  • Analyzes productivity and space utilization to maximize efficiency.
  • Develops business plans and proposals to support growth and sustainability.
  • Monitors financial performance including budget variance, payer mix, and reimbursement trends.
  • Collaborates with billing and compliance teams to improve revenue cycle efficiency.
  • Analyzes key metrics such as panel size, appointment utilization, and care gap closures to support value-based care and optimize financial outcomes.

Equipment & Regulation

  • Collaborate with Facilities Management to ensure an effective, safe, and compliant work environment.
  • Ensures adherence to DNV, HIPAA, and safety standards.

Other Duties As Assigned

  • Performs other projects and duties as assigned by the Director or Senior Leadership.

Required Qualifications

  • BSN nursing degree
  • Five or more year’s relevant clinical experience and two years of recent and relevant management experience
  • Current Oregon RN License required.
  • Current BLS required.
  • Customer service experience or patient and family-centered care experience.
  • Experience with reporting and quantitative and qualitative analysis
  • Must have excellent interpersonal and communication skills; ability to interact on a professional level with hospital leadership, department leadership, division leadership, program directors, faculty, and external stakeholders.
  • Advanced skills in Microsoft Office.Ability to make independent and high-quality decisions in ambiguous and challenging situations.
  • Demonstrated ability to work effectively in a multi-disciplinary setting.
  • Translate strategic priorities into effective operating plans supported by clear tactics and KPIs
  • Evidence of implementing successfully change management initiatives.

Preferred Qualifications

  • Master’s degree in place or in progress in health care and/or business field
  • Previous OHSU health care experience or health care experience in a patient and family centered care environment.
  • Previous practice management experience in a timeshare environment
  • Prior pediatric clinical operations management experience in an academic setting.
  • Demonstrated experience successfully managing large teams across multiple geographic locations.
  • Extensive experience and expertise in managing clinical operations in a healthcare environment.Project Management, Lean Six Sigma, TQM, or performance improvement experience
  • Identifies and drives organizational change and culture improvement in pursuit of organizational goals and to proactively adapt to the changing healthcare landscape.
  • Experience with managing represented and non-represented personnel.
  • Ability to effectively budget and manage performance to annual budget goals.
  • Experience with EPIC electronic medical record.
  • Experience with budgetary software, Press Ganey and patient surveys, Cognos, Power BI, and Aceyus strongly preferred.
