Duties & Responsibilities

As a member of the executive cabinet reporting to the Chief Executive Officer, the Chief Nursing Officer (CNO) is mutually responsible for the provision of high quality and cost effective patient/family care with other executive cabinet members in fulfilling Bellevue Hospital Center's mission„ She/he keeps the executive team centered on the core product and processes of Bellevue: Patient Care, She/he is accountable for assessing the care delivery system and designing structures and processes within the culture and context of Bellevue Hospital that achieves the goals and outcomes of a patient/family centered operational model The CNO achieves this through establishing productive working relationships with the medical staff, support department and being responsive to the community needs The CNO provides leadership by setting and sustaining standards for clinical practice, transmitting patient centered values and principles, developing and implementing policies, initiating programs and systems and managing resources. She/he is responsible for the development of competent staff that provides care and services in alignment with clinical and regulatory standards in a manner that is focused on patient and family needs and expectations and is satisfying to both the patient and family and staff,

I- Develops a Written Philosophy And Objectives For The Nursing Department, Which Is Compatible With The Mission, Vision, And Goals Of Bellevue Hospital Center

  • Provides for the participation of staff members in developing and revising the philosophy and objective,
  • Develops a plan for communicating the philosophy and objective to all members to determine the manner in which the philosophy and objectives will be used to guide the nursing program,
  • Communicates and interprets the philosophy and objectives, their implementation to administration, the medical staff and other appropriate departments.

II- Establishes and implements standards of patient care and standards of nursing practice which ensures and therapeutically nursing care of patients

  • Provides for the participation of staff members in the formulation of the nursing care of patients,
  • Make provisions for all members of the nursing service to know the standards and their personal responsibility in upholding them,
  • Establishes a plan by which each patient's nursing care is planned, given or supervised and evaluated by a professional nurse,
  • Develops nursing service policies that focus on the care of the patient, favor the practice of nursing and help attract and retain qualified nursing service personnel.
  • Participates in the establishment and promotion of administrative policies which enhance the practice of nursing and provide a climate which helps nursing personnel increase their professional technical and psychosocial skills,
  • Participates in reviewing and revising the personnel policies of the health care facility and establishes criteria and procedures for the recruitment, selection, promotion and termination of employment of nursing personnel,
  • Determines a staffing plan which will accomplish the stated objectives and standards of the nursing services and will promote the maximum utilization of all nursing personnel,
  • Directs the nursing personnel and the activities of the Nursing Department,
  • Organizes the Nursing Department to delineate authority, functional responsibilities, lines of relationship and communication to provide safe therapeutically effective nursing care,
  • Evaluates nursing care and the climate in which it is practiced to identify achievement and problems and to provide date for forecasting and planning,
  • Develops and maintains an effective system of nursing record and reports,
  • Collaborates with the administrative staff, other department personnel and representatives of allied groups in planning for coordinated services to patient,
  • Participates in the assessment of community health care resources for provision of continuity of care for patients within the agency on discharge and on referral to another health or nursing care facility,

III- Recommends a Departmental Budget To Implement Stated Objectives

  • Makes a provision for personnel, supplies and equipment necessary to meet nursing needs of patients.
  • Provides for orientation and in-service educational needs of nursing personnel, including the Performance Improvement program.
  • Initiates promotes and participates when necessary in studies and research designed to assess nursing administrative practices and nursing care,
  • Promotes utilization of the applicable findings of studies and research designed to assess nursing administrative practices and nursing care,

IV- Collaborates In Other Suitable Studies And Research

  • Identifies the elements which may pose problems to the researchers, nursing personnel and or patients.
  • Stipulates the standards of nursing care and practice that must be maintained for patients and personnel involved in research activities.
  • Monitors and evaluates the Performance Improvement Program in the Department of Nursing.
  • Communicates Quality Improvement findings and recommendations to the hospital wide
  • QI committee and to the Governing Board.
  • Participates in activities that promote one's own professional growth and development.
  • Participates and promotes membership interest and participation in the activities of the professional nursing association in allied health organization and supportive of community activities.

Minimum Qualifications

  • Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and,
  • A Masters Degree in Nursing Administration or a related field; and,
  • Eight (8) years of satisfactory nursing experience, six (6) years of which must have been in administration or management; or,
  • A satisfactory equivalent of education, training and experience. However, all candidates must have at least a Baccalaureate Degree or higher in Nursing, and be licensed and currently registered to practice as an RN in New York State.

Maintains knowledge related to the operations of their department. Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept within their department and hospital wide. Essential Functions And Responsibilities Includes The Following Understands and adheres to the WPH Performance Standards, Policies and Behaviors. Develops and submits departmental goals and objectives that are aligned with the Nursing and hospital strategic plans as required by the Division Administrator. Conducts Interviews, hires, evaluates, counsels and terminates employees as per hospital policy. Schedules staff based on budgeted staffing plan and department needs. Updates FTE component of staffing budgets on a continuous basis Develops and submits operating and capital budgets and reports variances as required to the Division Administrator. Assures compliance with governmental, state regulations and accreditation standards. Assures completion of staff orientation, annual and ongoing competency and education requirements. Provides house supervision as required by the Division of Nursing. Attends and participates in educational programs or activities to maintain current level of knowledge or expertise to manage department. Periodically provides direct patient care as needed. Participates and assures department involvement in ongoing Performance Improvement initiatives to support quality metrics such as core measures and patient satisfaction as required. Develops evidence based standards of care, policies and procedures, etc. as needed for area of responsibility. Ensures service excellence initiatives and achieves organizational goals for patient satisfaction. Attends all meetings as required. Conducts staff meetings monthly to update staff and/or address department issues and records meeting minutes for all staff. Utilizes multiple methodologies to communicate information. Adheres to safety standards for employees and patients. Participates in committees, task forces, projects, etc. as required. Submits all other work reports as required/requested by the Division Administrator. Integrates patient rights and nursing ethics into work practice Adheres to the tenets of the Joint Commission National Patient Safety Goals Delegates activities to staff according to the tenets of the NYS Nurse Practice Act Adheres to the ANA Code of Nursing Ethics Adheres to all WPH standards of care, policies and procedures including dress code, code of conduct, behavioral standards, completion of annual mandatory education and completion of annual health assessment Creates and maintains a culture of shared governance Works with the Magnet program director to align initiative’s with the strategic plan and critical components of a Magnet Organization. Performs all other related duties as assigned. Education & Experience Requirements Current NY State License BSN required or be matriculated in a BSN program with plan for graduation by 1/1/2022 if hired prior to 2016 and by 1/1/2020 if hired between 2016 and 1/1/2018 and discussed with the Senior Vice President of Patient Care Services/CNO . BLS certification (through American Heart Association) required ACLS certification (through American Heart Association) preferred unless required by employees in the department supervised then the certification is required Certification in area of specialty, or CNML (Certified Nurse Manager & Leader) preferred, but must be obtained within 3 years of hire date. Requires continuous communication with patients, staff and visitors of all educational levels. Requires frequent use of computers and other office equipment. Required to move objects up to fifty (50) pounds and must be able to move patients of all weights with a minimum assist of one (1) or assistive device/equipment per White Plains Hospital Safe Patient Handling Policy. Must be able to rapidly assess and respond to situational needs of patients, staff and visitors. Must be able to adapt to a high stress environment with frequent interruptions.
