Duties & Responsibilities
As a member of the executive cabinet reporting to the Chief Executive Officer, the Chief Nursing Officer (CNO) is mutually responsible for the provision of high quality and cost effective patient/family care with other executive cabinet members in fulfilling Bellevue Hospital Center's mission„ She/he keeps the executive team centered on the core product and processes of Bellevue: Patient Care, She/he is accountable for assessing the care delivery system and designing structures and processes within the culture and context of Bellevue Hospital that achieves the goals and outcomes of a patient/family centered operational model The CNO achieves this through establishing productive working relationships with the medical staff, support department and being responsive to the community needs The CNO provides leadership by setting and sustaining standards for clinical practice, transmitting patient centered values and principles, developing and implementing policies, initiating programs and systems and managing resources. She/he is responsible for the development of competent staff that provides care and services in alignment with clinical and regulatory standards in a manner that is focused on patient and family needs and expectations and is satisfying to both the patient and family and staff,

- Provides for the participation of staff members in developing and revising the philosophy and objective,
- Develops a plan for communicating the philosophy and objective to all members to determine the manner in which the philosophy and objectives will be used to guide the nursing program,
- Communicates and interprets the philosophy and objectives, their implementation to administration, the medical staff and other appropriate departments.
- Provides for the participation of staff members in the formulation of the nursing care of patients,
- Make provisions for all members of the nursing service to know the standards and their personal responsibility in upholding them,
- Establishes a plan by which each patient's nursing care is planned, given or supervised and evaluated by a professional nurse,
- Develops nursing service policies that focus on the care of the patient, favor the practice of nursing and help attract and retain qualified nursing service personnel.
- Participates in the establishment and promotion of administrative policies which enhance the practice of nursing and provide a climate which helps nursing personnel increase their professional technical and psychosocial skills,
- Participates in reviewing and revising the personnel policies of the health care facility and establishes criteria and procedures for the recruitment, selection, promotion and termination of employment of nursing personnel,
- Determines a staffing plan which will accomplish the stated objectives and standards of the nursing services and will promote the maximum utilization of all nursing personnel,
- Directs the nursing personnel and the activities of the Nursing Department,
- Organizes the Nursing Department to delineate authority, functional responsibilities, lines of relationship and communication to provide safe therapeutically effective nursing care,
- Evaluates nursing care and the climate in which it is practiced to identify achievement and problems and to provide date for forecasting and planning,
- Develops and maintains an effective system of nursing record and reports,
- Collaborates with the administrative staff, other department personnel and representatives of allied groups in planning for coordinated services to patient,
- Participates in the assessment of community health care resources for provision of continuity of care for patients within the agency on discharge and on referral to another health or nursing care facility,
- Makes a provision for personnel, supplies and equipment necessary to meet nursing needs of patients.
- Provides for orientation and in-service educational needs of nursing personnel, including the Performance Improvement program.
- Initiates promotes and participates when necessary in studies and research designed to assess nursing administrative practices and nursing care,
- Promotes utilization of the applicable findings of studies and research designed to assess nursing administrative practices and nursing care,
- Identifies the elements which may pose problems to the researchers, nursing personnel and or patients.
- Stipulates the standards of nursing care and practice that must be maintained for patients and personnel involved in research activities.
- Monitors and evaluates the Performance Improvement Program in the Department of Nursing.
- Communicates Quality Improvement findings and recommendations to the hospital wide
- QI committee and to the Governing Board.
- Participates in activities that promote one's own professional growth and development.
- Participates and promotes membership interest and participation in the activities of the professional nursing association in allied health organization and supportive of community activities.
- Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and,
- A Masters Degree in Nursing Administration or a related field; and,
- Eight (8) years of satisfactory nursing experience, six (6) years of which must have been in administration or management; or,
- A satisfactory equivalent of education, training and experience. However, all candidates must have at least a Baccalaureate Degree or higher in Nursing, and be licensed and currently registered to practice as an RN in New York State.
- Thorough knowledge of fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of management functions, processes and ability to direct and supervise personnel
