Rutgers, The State University of New Jersey is seeking a Research Project Manager for the Rutgers Center for State Health Policy (Center/CSHP) within the Institute for Health, Health Care Policy, and Aging Research (IFH), a unit of Rutgers Health. This position requires advanced quantitative and qualitative research and project coordination skills and will support the Center's broad health services research portfolio. The selected candidate will receive strong policy and research mentorship from the Executive Director and a talented team of faculty and research staff at the Center. The Research Project Manager will be given the opportunity to participate in policy meetings with senior state officials, as appropriate, and will be introduced to a broad array of health policy stakeholders in New Jersey. The Research Project Manager will develop and implement statistical analyses and modeling of exposures, treatments, and healthcare outcomes, serving as a core member of investigative teams for several major health services research studies including the NJ Medicaid 115 Waiver Demonstration and providing statistical expertise and support to investigative teams.

The position has extensive scope for independent judgment in assuming responsibility for high level professional work including project management, scope for independent exercise of judgment, and high-level statistical analysis. Specific research tasks assigned to the Research Project Manager as required include statistical analysis and modeling implemented in SAS and other software; grant development; and research project management and dissemination.

Among the key duties of this position are the following:
- Implements complex statistical analyses of health care claims data including millions of Medicare and Medicaid claims and other research data.
- Interfaces with scientific collaborators at other institutions and prepares reports of analytic results.
- Contributes to project analytic planning including taking the lead on the data analysis of assigned projects with particular emphasis on integrated health care claims data understands and keeps abreast of all federal state, agency, grant, and center standards for ensuring data privacy protection.
- Collaborates with other members of the investigative team in developing projects that expand the Center’s big data capabilities and capacity to address data-based health services and policy issues.
- Drafts analytic sections of grant applications including measures and statistical analysis plans, timetables and Gantt charts.
- Provides project management to assure timely completion of project and paper timelines, keeping other project team members informed about progress of analyses and results and is primary or secondary author for refereed publications of original, high-quality scholarship.
- Presents papers at organized scholarly and professional meetings usually at the national level and collaborates on development of dissemination documents to communicate research results to a range of audiences.
- Contributions appropriately to the research program by generating independent research ideas in coordination with principal investigators and chair and demonstrating a high level of initiative and ability to work independently.
